Is Creativity a Skill?

Because anyone can create things, a kid can go out into the yard and form a mound of dirt, and a kid next to him can make an elaborate treehouse out of sticks, they both created something but one is valued over the other. Isn't a lot of creativity the ability to know what is valued and to be able to create that? Is creativity relative?
