Study Abroad Grants/Scholarships For A High School Student?

I am currently a junior in high school. For my senior year I am trying to participate in a foreign exchange program with OGSHS (Osaka Girls Senior High School) in Japan. The program is relatively cheap, and because it is cheaper than most (such as Rotary or AFS ect.) they are unable to provide financial istance at this time. The program will cost me around 11,300 Dollars for one year. I have a job and am trying to save up as much money as I can, however I have daily expenses which eat up most of that small income. I have been searching and trying to find scholarships, grants, and sponsorships for months now, and I've gotten no where. This is very important to me, and I need help finding a way to make this happen. I've searched for scholarships for international students or studying abroad. Yet the only information I find is for College students wishing to study abroad. If anyone has a solution or advice as to how I can find funding, please share.
